The Association of Vietnamese Scientists and Experts (AVSE Global) and the Academy of Politics, Region II (campus in Ho Chi Minh city) are pleased to announce the 2nd Vietnam Symposium in Leadership and Public Policy (VSLP-2019), which will take place on 28-29 October 2019 in Ho Chi Minh city, Vietnam.
The VSLP aims at promoting collaborative research initiatives and experiences between Vietnamese experts and their foreign colleagues in both Vietnamese and international contexts. It will provide broadly a platform for academics, practitioners, researchers and policymakers from various fields to exchange knowledge and evolutions of disciplines related to management, leadership, administration, and governance to promote findings esteem and share the latest work. Participants will find an excellent opportunity for presenting new researches, exchanging information and discussing current issues of leadership and public policy.

Naoyuki Yoshino is Dean of the Asian Development Bank Institute (ADBI) and Professor Emeritus at Keio University, Tokyo, Japan. He obtained his PhD from Johns Hopkins University (United States) in 1979 where his thesis supervisor was Sir Alan Walters, economic adviser to former British Prime Minister Margaret Thatcher. Naoyuki has been a visiting scholar at the Massachusetts Institute of Technology (United States) and a visiting professor at various universities including the University of New South Wales (Australia), Fondation Nationale des Sciences Politiques (France), and University of Gothenburg (Sweden). He has also been an assistant professor at the State University of New York at Buffalo and an economics professor at Keio University. Naoyuki's professional career includes membership in numerous government committees. He was named Director of the Japan Financial Services Agency's (FSA) Financial Research Center (FSA Institute) in 2004 and is now Chief Advisor. He was appointed as Chair of the Financial Planning Standards Board in 2007. He has served as Chairperson of the Japanese Ministry of Finance's Council on Foreign Exchange as well as its Fiscal System Council (Fiscal Investment and Loan Program Section). Additionally, he has been a Board Member of the Deposit Insurance Corporation of Japan and President of the Financial System Council of the Government of Japan. He was nominated for inclusion in Who's Who in the World for 2009 and 2013, and was named one of the Top 100 Educators in 2009. He obtained honorary doctorates from the University of Gothenburg (Sweden) in 2004 and Martin Luther University of Halle-Wittenberg (Germany) in 2013. Dr. Callahan is a Professor at the University of San Francisco, with a joint appointment from the USF School of Management and the USF School of Nursing and Health Professions. Callahan is Co-Director of the USF Master of Public Health Program in Sacramento and the Director of the Health Services Administration concentration in the Master of Public Administration in the School of Management. His health and human services consulting contracts have been in the states of California, Washington, and Louisiana. He has also served for three years as the Faculty Representative to the USF Board of Trustees, 2012-2015, Director for the Change the World from Here lecture series at USF, 2012-2013, and Chaired the Department of Public and Nonprofit Administration for three years. Callahan’s research, consulting, publications, and teaching focuses on leadership behaviors and strategy practices that are effective in complex, demanding and dynamic environments in the public and nonprofit sectors. Callahan was elected as a Fellow for the National Academy of Public Administration Standing Committee on Intergovernmental and Federal Systems in 2017. He is the current Editor in Chief of the International Journal of Public Leadership, a peer-reviewed journal. published by Emerald Press, United Kingdom. He was a visiting researcher at Oxford University, 2016 and was appointed the Visiting Scholar 2017-2018 for the Center for California Studies at the California State University, Sacramento. His recent publications include editing and writing chapters in the book, Public Health Leadership: Addressing Population Health and Social Determinants (2017) and a chapter scheduled for publication in the book Financial Sustainability and Intergenerational Equity in Local Governments (2018). Dr. Callahan was awarded Graduate Program Teacher of the Year, 2013, in the USF School of Management. At the University of Southern California, School of Policy, was voted by the Graduate Student Association as the Teacher of the Year in both 2010 and 2007. He received the 2010 Newland award for Outstanding Educator, Sacramento Chapter and the 2011 Scoville Award for Outstanding Educator, Los Angeles Chapter of American Society of Public Administration. Starting in 2000 Callahan has been Co-Director of the Sierra Health Foundation Leadership Program. Dr. Callahan and Kenneth W. Professor Haig Patapan is Director of the Centre for Governance and Public Policy, and Professor in the School of Government and International Relations, Griffith University. His research interests are in democratic theory and practice, political philosophy, political leadership and comparative constitutionalism. Professor Patapan is a Fellow of the Academy of Social Sciences in Australia and has received a number of awards, including an Australian Prime Ministers Centre Fellowship, a Senior Fulbright Scholarship at the Center for Public Leadership, Harvard Kennedy School of Government, and most recently an Isaac Manasseh Meyer Fellowship, the National University of Singapore.

Dr. Duc Khuong Nguyen holds a MSc and a PhD in Finance from the University of Grenoble Alpes (France) and obtains his HDR (Habilitation for Supervising Doctoral Research) in Management Sciences in June 2009. He also completed the "Leaders in Development" program at Harvard University, John F. Kennedy School of Government, Executive Education (2013). In January 2013, he joined IPAG Business School as Professor of Finance and Deputy Director for Research. Previously, he served as Professor of Finance and Head of the Department of Finance and Information Systems at ISC Paris Business School, as Lecturer at Grenoble Graduate Institute of Business, and as Research and Teaching Assistant at EM Lyon Business School. Dr. Nguyen is also a Non-Resident Research Fellow at the School of Public and Environmental Affairs, Indiana University, a Visiting Professor at Vietnam National University, Hanoi - International School and was a Research Associate at the Department of Finance, Centre d'Economie de la Sorbonne (CES), University Paris 1 Panthéon-Sorbonne (2011-2015). His principal research areas concern emerging markets finance, energy finance, volatility modeling and risk management in international capital markets. Dr Andrew Campbell is the Director, International Peace and Leadership Institute. He provides emerging leadership research and leadership development and training programs on a leader’s role in the international, national and nongovernmental organization designed for conflict prevention, specifically for conflict resolution practitioners conducting and executing peacemaking, peacekeeping, and peacebuilding activities within post-conflict resolution and peaceful leadership. In addition, Dr Campbell, as a retired senior military officer, works for the Department of Defence specializing in Counter-Terrorism and Global Security Cooperation. Dr Campbell possesses a Doctorate in Global Leadership from the Institute of Indiana Technology, Fort Wayne, IN. and a Master’s in Diplomacy in International Conflict Management from Norwich University, Northfield, VT. He is an Adjunct Professor for the Air Force Command and Staff College, Norwich University, and the Federal Executive Institute. Dr Campbell is a recognized national and international speaker on peace leadership and has addressed the World Society of Victimology at The Hague 2012, Peace Leadership Conference 2017, International Leadership Association 2011–2018, and the European Consortium for Political Research 2015–2017. He is widely published in both national and international journals, with a book chapter on such topics as “Leadership Education in Transitional Justice in Promoting Global Peace” and “Civic Engagement through Education and Forgiveness and Reconciliation as an Organizational Leadership Competence in Transitional Justice” in the International Journal of Servant Leadership. He recently published a book entitled Global Leadership Initiatives for Conflict Resolution and Peacebuilding and the first book ever published mixing peace and leadership called Peace Leadership: Self-Transformation to Peace which explores leadership theories and practice models to conceptualize the intersection of leadership and peace within conflict management and resolution.
